what would effect changing the solvent from a non polar to a polar one have on the frequency of the following
1-both ground and excited states are non polar
2-ground state is non polar and excited state is polar
3- ground state is polar the excited state has greater charge separation and the dipole moment vector in the excited state is perpendicular to the ground state moment
